Mossdale Meadows flood alleviation work

The Town Council has been looking to undertake flood alleviation work to Mossdale Meadows due to issues in several areas with flooding.

Originally the Town Council was proposing to include all the following work:

To remove existing vehicular culvert bridge over brook and to replace vehicular culvert bridge with single box culvert including raising the stone turning area by the bridge
Undertake works to the brook banks
Drainage work to the entrance of Mossdale Meadows car park to drain water from the car park into the brook as the car park entrance was prone to frequent flooding that was raised during the Walking & Cycling route construction
Resurfacing of Mossdale Meadows car park with tarmac and repair of broken kerbstones and installing suitable fencing between car park kerb edge and brook
Inclusion of drainage channels down the Lubbesthorpe bridle path adjacent to the pavilion building to alleviate flooding issues in the workshop

However, due to the costs received to undertake all this, the Town Council decided to reduce the scope of the work to undertake in order of urgent priority as follows:

Vehicular Culvert Bridge	High Priority
Drainage repair work to car park entrance	High Priority
Work to brook bank	Medium Priority
Drainage work down Lubbesthorpe Bridle Path	Medium Priority
Tarmac and work to car park surface	Low Priority

The two high priority works as shown in the table above have been approved by the Policy & Resources committee on 12^th September, to be undertaken, subject to funding.

The work has been reduced considerably due to the initial costs we received to do the full works we wanted to do.

Millfield Ward – 1 vacancy

A notice of vacancy in the Office of Town Councillor was published on 26th June 2024 for the Millfield Ward. A request for an election was not received within the required 14 days. Public elections will not be held until May 2027; therefore, for the interim period the vacancy will be filled by co-option, voted for by the incumbent members of Braunstone Town Council.

Any person interested in being co-opted as a Braunstone Town Councillor should apply in writing to the Chief Executive & Town Clerk stating how you are qualified and what experience and skills you have to serve as a Town Councillor. The deadline has been extended a second time to 12noon on Monday 23rd September 2024

To qualify, you must:

be either a British, Commonwealth or European Union citizen;
on the day of co-option (see below), be 18 years of age or over; and

not be debarred from standing as a Councillor.

Additionally, you must meet one of the following four qualifications:

a local government elector in Braunstone Parish; or

have during the whole of the 12 months preceding the day of co-option:

occupied as owner or tenant any land or other premises in Braunstone Parish; or

had your principal or only place of work in Braunstone Parish; or
resided in Braunstone Parish or within three miles of the boundary.

If you apply, you will be required to attend the Council meeting on Thursday 26th September 2024 at 8.00pm at Braunstone Civic Centre to present your case to be co-opted as a Town Councillor and answer any questions. The decision will be made at that meeting.

CONSULTATION: Review of Braunstone Town Council’s Climate Change & Environmental Strategy

In September 2021, the Town Council adopted a Climate Change and Environmental Strategy. Due to the nature of the Climate crisis, it is vitally important that the Town Council focuses its efforts and has a clear deliverable plan to respond. The Strategy provides that focus, recognising the Council already has a track record of delivering on the environment and therefore is able to build upon those achievements.

Review of the Strategy

Section 8, Monitoring and Review, sets out that the Strategy should be reviewed by Policy & Resources Committee at least every three years, which includes in 2024, 2027 and 2030. This is particularly important to ensure that the Council is on track to deliver its commitment for all its activities to be "carbon neutral" by 2030.

Proposed revisions to the Climate Change & Environmental Strategy are available here Climate Change Strategy – Proposed revisions 2024 (for consultation). Proposed additions, amendments and deletions are highlighted in red.

The main areas proposed for change are as follows:

Section 2 – The Journey To Date; to include the achievements since the Strategy was adopted in 2021.

Clarification that the carbon neutral target date is before the end of 2030; this is considered prudent given the delay to commissioning the next carbon audit.

Inclusion of new commitments, which recognise that the Council not only has to take action to address its impact on the climate but that the climate is changing and that it needs to adjust its operations and services to respond:

Section 3, commitment (i);

Section 4, commitment (f); and

Section 6, commitment (f).

Section 3 – Corporate Activities of Braunstone Town Council; updated to recognise that first Carbon Audit has been completed and that the second Carbon Audit will now take place in 2025.

Section 5 – Procurement; updated to include principles adopted in the Statement of Sustainable Procurement Objectives.

Appendix 1 – Policy and Strategy Links; updated to align with the focussed Strategic Aims adopted in 2022 and updated Service Objectives.

Appendix 2 – Parish Carbon Calculator; updated to include 2024 figures (retaining 2021 for comparison). Note: the system was producing an error when requested to produce the National figures for the Territorial Footprint in 2024; these will be included when the figures become available.

Consultation

To ensure that the Strategy is fit for purpose, meets the needs and aspirations of residents, and will be deliverable; the Council is inviting residents and stakeholders to have their say on the proposed amendments to the Strategy and to make alternative or new suggestions for consideration.

The period of consultation runs from Monday 1st July until 9am on Monday 12th August 2024.

Improvements to Impey Close Play Area and Open Space

Braunstone Town Council has now approved proposals for improvement work to Impey Close playground and surrounding open space at Thorpe Astley. The Town Council intends to update and replace existing play equipment and safety surfaces. This playground is the largest in Thorpe Astley but is now lacking play equipment for all ages.

The approved project includes:

Keeping the current Slide/Climbing Frame
Install new swings
Installation of additional new play equipment suitable for toddlers and primary school age children
Installation of new Vehicular Access Gate
Replacement of existing Wet Pour Safety Surfaces and replace with Rubber Bonded Mulch
Retain existing benches and bin
Retain existing bow top fencing around the play equipment
Install play equipment for older children around the fenced off play area to cater for all age groups.
Addition of new swing suitable for younger/disabled children

The above have all been included in the Town Council’s 2024/2025 Capital Plan

A consultation was undertaken with residents in 2023 and suggestions from residents has been incorporated in the proposals.

Grant funding will now be investigated to help towards the cost of the project
