Proposed Extension to Braunstone Village Conservation Area

Braunstone Town Council has been working with Blaby District Council and Leicester City Council to consider designating the area of Braunstone Village, to the south of Main Street/Braunstone Lane as a Conservation Area.  If the proposal is adopted, the conservation area would be complementary to the existing conservation area designated in Braunstone Village on the northern side of Main Street/Braunstone Lane (within Leicester City's administrative area).

Public Consultation

Blaby District Council is consulting on the proposals for a potential new Conservation Area in Braunstone Village, to the south of Main Street/Braunstone Lane.   The District Council, as the planning authority want to hear the views of residents, community groups, businesses and others with an interest in the area.

Braunstone Town's Citizens' Advisory Panel will be considering the proposals at a specially convened meeting on Thursday 20th June 2024 at 7.30pm at Braunstone Civic Centre and online (via Zoom).  Residents are welcome to attend to contribute to the discussion and the Panel's consultation response.   A copy of the agenda is availble online.

What is a Conservation Area?

Conservation Areas are designated by the local planning authority due to their special historic and architectural interest.

In these areas, the preservation and enhancement of the existing townscape, alongside individual buildings, is of particular importance.

A Character Appraisal of the proposed Braunstone Village Conservation Area was undertaken by the Council. This highlighted the area’s historic, architectural,archaeological and townscape interest, which was considered sufficient to merit itsprotection.

A combined draft Management Plan has also been produced for the proposed new Conservation Area and the existing Conservation Area adjacent, which is located within the administrative area of Leicester City Council.

The draft Management Plan sets out proposals and actions to preserve and enhance its special character.   Designation as a Conservation Area would impose additional planning controls, including on ‘Permitted Development’ rights (rights that allow certain works to becarried out without a planning application).   They would not prevent development from taking place but would help ensure it maintains and enhances the area’s special qualities.

In addition to the above, the District Council is considering introducing ‘Article 4 Directions’on specific properties in the area. These are additional restrictions which would mean most external works to those properties affected would require planning permission. Further information is set out in pages 15, 16 and 19 of the draft Management Plan.

Next Stages

Following the consultation period, the results will be assessed.   This part of the process can take four to eight weeks depending on the number, depth, and complexity of the consultation responses. 

If there is a case to designate a conservation area then the proposed Character Appraisal and associated policy documents will be updated accordingly.

Either way, a recommendation, based on the evidence gathered, the appraisal, and the consultation results, will be made to Blaby District Council. 

Prior to the meeting, the Town Council's Planning & Environment Committee will meet to discuss the recommendations.
